Under direction of the Supervisor I, the Analyst II supports supervisors and managers by performing a variety of complex and technical analytical duties relating to service contracts, maintenance agreements, requests for offers, requests for proposals, invitations for bids and inter-agency agreements. The incumbent manages existing contracts for the division, makes recommendations and works closely with the department’s Business Services and Accounting teams and with the Labor Commissioner's Office (LCO) staff responsible for procuring goods and services and processing related invoices for the Department of Industrial Relations (DIR), Division of Labor Standards Enforcement (DLSE) Headquarters Administration Unit.

Duties are primarilly performed in a climate-controlled office setting possibly in a high-rise building; cubicle or shared workspace under artificial light, utilizing computer screens and other office equipment; may drive a state vehicle for field work, trainings and other related work. While in the field, exposure to dirt, odors, noise, fumes, uneven surfaces, stairs, high-rise buildings, extreme weather conditions, and fast moving equipment may occur. The incumbent is required to work extensively on the computer as necessary for email communication, research, and other purposes.

Basic principles of day to day business services operations. Aware of the importance of thinking strategically and willingness to learn departmental strengths, opportunities, and objectives for short- and long-term business plans.

Exceptional writing skills to prepare high-profile communications and comprehensive reports and summaries. Proficient in Word, Excel, Outlook, PowerPoint, Visio), Adobe Acrobat, and basic office equipment, such as copiers, staplers, paper shredders, etc. Researches subject matter thoroughly prior to engagement. Searches for ways to identify root causes of workplace issues, eliminate waste, and improve quality of work products. Takes ownership and accountability of personal work contributions and self-development. Anticipates future challenges and opportunities and takes action to either mitigate or take advantage of them. Establishes priorities when there are conflicting goals or due dates. Ensures assignments are in alignment with organizational metrics.

Demonstrates commitment to the organization's vision, mission, and values by maintaining regular and consistent messaging of the organization. Excellent verbal and physical communication (presentation skills) to promote outreach to potential partners. Translates objectives into specific measurable metrics and can articulate the approach necessary to achieve outcomes. Manages and encourages the process of change and transition while helping others deal with their effects.

Ability to read, interpret, and use California Labor Code, SAM Manuel, FISCAL, California Code of Regulations and current, past and proposed legislation. Willingness to learn all aspects of LCO units to recommend better ways to be more effective and efficient. Makes timely, informed decisions that take into account the facts, objectives, and risks associated with the issue at hand. Able to discern broader implications that affect their unit and how their contributions affect that environment. Ability to communicate a clear picture of the short- and long-term vision and can relate current efforts to that vision.
