ABOUT THE JOB

The Executive Director Specialized Learning works directly with the Chief Academic Officer carrying out the Academic Vision, Mission, and Goals set by the Board of Trustees. The major function for this position is to direct the district’s special education program, to ensure provision of needed services for special needs students. He/she will work to provide individualized programs to meet the needs of all special needs students and ensure compliance with all state, federal, and local requirements. Collaborate with district leaders to evaluate instructional progress and teacher effectiveness.

QUALIFICATIONS - PREFERRED EDUCATION AND EXPERIENCE

Master’s or Doctorate degree in Administration, Curriculum and Instruction, Special Education and/or related field

Principal, Superintendent, or other appropriate Texas certificate

Valid Texas teaching certificate with special education endorsement

10 or more years in public education

Five (5) years experience of teaching (preferred in Special Education)

Three (3) years of district administrative experience in Special Education

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Exec Director Specialized Learning will oversee an ongoing process to define the department’s future direction, align resources, set measurable goals, and facilitate stakeholder engagement in a way that fulfills the district’s mission; lead, direct, and manage special education and Section 504 programs and services to meet students’ needs; supervise transition services for special education students entering and exiting public school programs; ensure that student progress is evaluated on a regular, systematic basis, and the findings are used to make special education programs more effective; facilitate the use of technology in the teaching-learning process to meet students’ needs with accommodations and modifications; provide training, resources, and materials to support all staff impacting students receiving specialized instruction in order to meet the goals of the district balanced scorecard; supervise and monitor admission, review, and dismissal (ARD) process districtwide; manage the special education referral process; arrange for or conduct student assessments; make recommendations regarding placement and program management for individual students; consult on committee meetings to ensure the appropriate placement for students as needed; train and assist campus leadership in the development of instructional programs as it relates to special education; and serve as a resource person for 504, Counselors and Student Assistance Team (SAT).

The Exec Director Specialized Learning will promote a positive, caring climate for learning; deal sensitively and fairly with stakeholders; and employ effective interpersonal skills.

The Exec Director Specialized Learning will assess and respond to needs related to job responsibilities; contribute to the recommendations of sound policies directed toward program improvement; analyze all evaluative findings, including student achievement data, to determine the specialized programs effectiveness and make adjustments to improve services; annually review curriculum for specialized programs to ensure alignment with student needs and progress; and communicate proactively with campus administrators on all needs and requirements for specialized programs.

The Exec Director Specialized Learning will prepare, review, and revise job descriptions in the special education department; develop systems, training options and/or improvement plans to ensure exemplary operations across all areas of responsibility; evaluate job performance of employees to ensure effectiveness; make recommendations relative to personnel placement, transfer, retention, and dismissal; and work with principals to conduct interviews with all professional applicants for special education positions.

The Exec Director Specialized Learning will direct and manage the district’s special education program; work directly with the Assistant Superintendent on the budget for specialized learning and ensure that programs are cost effective and funds are managed prudently; compile budgets and cost estimates based on documented program needs; approve purchase orders for the department based on prioritized needs and in accordance with students’ individual education plans; implement the policies established by federal and state law, State Board of Education rule, and the local board policy in the area of special education and other special populations; compile, maintain, and file all reports, records, and other documents required; provide leadership in the formulation and implementation of contracts for eligible students with disabilities receiving services outside of the district; serve as resource person in the design and equipping of physical facilities for individuals with physical disabilities; and provide leadership regarding statistical data related to PEIMS for special populations.

The Exec Director Specialized Learning will demonstrate support for the district’s student management policies and expected student behavior related to special education programs and special populations programs; establish and maintain open lines of communication by conducting conferences with parents, students, and teachers concerning any concerns or challenges; and ensure that student behavioral problems are addressed by special education administrative staff when requested.

The Exec Director Specialized Learning will articulate the district’s mission and goals in the area of special education, Dyslexia, and Section 504 to the community and solicit its support in realizing the mission; demonstrate awareness of district/community needs and initiate activities to meet those identified needs; demonstrate the use of appropriate and effective techniques for community and parent involvement; and create and meet regularly with an advisory community parent group for feedback.

The Exec Director Specialized Learning will articulate the district’s mission and goals in the area of special education and special population to the community and solicit its support in realizing the mission; demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all district staff; coordinate, develop and present in-service education programs for staff, when appropriate; and perform all other duties as required and/or assigned.

The Exec Director Specialized Learning will implement the policies established by federal and state law, state board of education rule, and local board policy in the area of special education; prepare reports and assist the Assistant Superintendent and principals in evaluation of the effectiveness of specialized learning programs; compile, maintain, and present all physical and computerized reports, records, and other documents required; and monitor compliance of the Results Driven Accountability System and Data Validation Systems. Prepare and submit all required documentation to the Texas Education Agency in an accurate and timely manner.

SUPERVISORY RESPONSIBILITIES

Supervise and evaluate the performance of Director of Specialized Learning, Secretary for Specialized Learning,, district special education staff, support staff for special education, district auxiliary special education positions (LSSP, Diagnosticians, etc.)

Support campus administrators in the supervision of special education staff: teachers and paraprofessionals
