The Residential Market Analyst is responsible for properly discovering, listing, valuing, and defending appealed property values for residential real property parcels in Sedgwick County. This position will assist with research, verification, and assemblage of all residential real estate economic market data. Collection of data will be accomplished through various local, regional, and national sources including industry publications, online sources, surveys, interviews, and onsite inspections. This position will also have responsibilities in the tracking, reviewing, and discussions regarding pending Board of Tax Appeals (BOTA) cases. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

Minimum Qualifications: High school diploma or equivalent. Three years of experience in new construction, real estate, appraisal, appraisal appeals, data management or analysis, or drafting. Must successfully pass the following courses within three years of hire date: International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, IAAO Course 300 – Fundamentals of Mass Appraisal, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Kansas Personal Property and Assessment, Orion Introduction and Overview of Basic Functionality, Orion Sales File Development. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.
Preferred Qualifications: Three years of mass appraisal experience. Bachelor’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. At least one mass appraisal designation: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), Mass Appraisal Specialist (MAS), or Registered Mass Appraiser (RMA) required.
